For scary old broads, I don't think you can look past Henry Dion's mother in Paper Dove. ....that voice !

Lot's of good choices, but I'm going to go with Cassie Doyle as a good runner up... maybe she wasn't as clear-cut evil as some others, but I always found her and her reasons for going insane quite intriguing.. but that's just me. Darwin's Eye was after all one of my favourite eps, too.

i suppose the cassie doyle case brings up interesting questions over whether someone who is mentally ill can ever be responsible for the crimes they commit. haven't seen that ep in a while so i can't remember a great deal about it.

the mikado killer was an excellent villain. we never actually see him and so only know him through his actions. that takes quite a lot of skill on the part of the writers and the actors to make it so believable (and to give some emotion to the plot given that there is so much human-machine interaction. a lesser show would have come off as cold).

but to me, the best villain will always be Mr. Standards & Practices, based on a real person (allegedly) and shows how you can take the responsiblities of your job to the extreme!
