Has to be thanks to the Children of Earth as the two seasons proper were, frankly, fun but occasionally embarrassing to watch. There's no way on this Earth or Fuller's that Torchwood is a better show than Millennium but, considering how now Torchwood is and how then Millennium is, it's doing very well considering.
