It appears so.  It had to be Skinner since he's the only person, that we know of, who was there, and we did see him dive under the car.  Oh well.  I just hope the smoking man is gone for good.  He's such an annoyance.

Thinking Skinner could still be alive but a cripple.  You're right seesthru, the smoking man will probably survive somehow since as you said, he's the devil on the show, the nemesis.  He was shot multiple times by Mulder, once we saw was in the arm, and then pushed in the water, but we never actually saw him die.  He could have also been wearing a bullet proof vest, anticipating Mulder showing up and shooting him.   If Mulder wanted him truly dead, he would have gone for a head shot.
