What's up with Andy McClaren's mouth

The actor that portray's him really overextends his top lip  when he talks. I don't mean to be mean or rude. It just really stands out when he talks. Has anyone else noticed this?

I have.  I always found it sort of an endearing quality in a crumugeon sort of way.

What I've always noticed is how he has that one spot on his forehead where he still has hair in the middle of all where it's receded.  It's bothered me for years and years, back before I knew him for being on my shows and I knew him only for his character work.
