A Room With No View, absolutely no competition. I'm surprised that Broken World is getting less votes than Nostalgia which I find to be a fairly pedestrian episode that could have sit quite comfortably in any procedural show of the time whereas Broken World is a really chilling episode that doesn't get the kudos it is due IMHO.

I haven't seen Nostalgia in full, but I remember reading in Dreamwatch magazine many years ago that the episode was like the TV series Twin Peaks, but that people should just watch Twin Peaks instead. I really liked Broken World. When ITV1 premiered the episode in the UK the picture quality was soft. This can be when the show is being filmed on videotape, or when the transmission date is so close to the US.
