Obviously, she states this because of Harry Callahan's mentorship of Tyne Daly's character, which mirrors Frank's tutelage of Emma. Outside of this parallel, can Emma be serious? "The Enforcer" is arguably the weakest of the Dirty Harry movies--the villians are atrocious! It IS fun watching if one is specifically in the mood for 70's camp, however.
