Millennium - Legion

The alphabetical listing below includes all characters who are identified as being direct manifestations of Legion and also characters who were 'instruments' and messengers representing Legion. Whilst there were many evil characters and killers throughout the Millennium television series, not all were directly connected with the Legion mythology which was introduced early in Season One. Although references were made about a supernatural raw evil in Millennium's earliest episodes starting with Gehenna, which was a concept Chris Carter wanted to include, it was not until The Judge that a name and explanation was directly given by the writers for the various manifestations and mortal instruments of Legion characters which would continue to haunt and tempt Frank, with visions and knowledge of a far happier and safer life for himself and that of his family throughout the entire series (Alistair Pepper, Mr Crocell, Tamara Shui Fa Lee).

Some Legion characters were direct manifestations, demonstrating supernatural abilities and methods such as the illusive and formidable Lucy Butler and the Millennium Group assassin Mabius. Lucy Butler had the ability to become a strong, powerful and quite overly enthusiastic Long Haired Man which was sometimes very rapidly seen by her victims or when she required or was driven to needing more strength or physical effort. In similar fashion, Mabius demonstrated the ability to directly convince those around him that he was someone else through paranormal means, an effect represented on screen using a morphing effect from one character to another witnessed for example by Special FBI Agent Barry Baldwin.

There were of course other characters in Millennium who were instruments of Legion conducting the requirements and tasks that they were required to perform, some more directly than others such as Martin in Powers, Principalities, Thrones and Dominions.

Alistair Pepper

The oily lawyer who represented Martin, the man who falsely confessed to the murder of Bob Bletcher. Frank ignored Pepper's promises of safety and refused his offer to 'join him'.

Danielle Barbakow

A five year-old child who was responsible for the deaths of her fellow students, despite the beliefs of townsfolk.

Long-Haired Man

Possibly a more sinister side to Lucy Butler's personality, he was first seen when he appeared to Catherine Black shortly after she found Dr. Fabricant's kidney in her refrigerator (Lamentation).

Lucy Butler

The mythology of Millennium focused heavily on the nature of evil, both human and supernatural. It was the supernatural element which caught the attention of many Millennium fans in particular and this became known as the Legion myth-arc. There were many facets of Legion, earth bound manifestations of pure evil, but one of the most popular with Millennium's fans and also most seen throughout the show's three seasons was that of Lucy Butler, played five times with increasing intensity by talented actress Sarah-Jane Redmond.

Mabius

Frank's psychiatrist Dr. Luanne Chase was murdered by Mabius who had approached her as Special Agent Boxer and then literally transformed himself - a hint he was more than human (Seven and One).

Martin

After Mike Atkins was found stabbed in the throat, Frank pursued Pepper through a grocery store where he momentarily transformed into Martin and Lucy Butler.

Mr Crocell

Crocell became the subject of people's fears and withdrew into himself until the inevitable point when suicide became his only escape.
Decades later, on another Halloween night, he appeared to Frank and offered him safety and protection from Legion.

Ricardo Clement/Gehenna Cult Leader

The leader of a doomsday cult, Clement was believed by his frightened followers to be Evil personified - inescapable horror.
He was arrested, but Frank knew his presence would never fade.

Selwyn Wassenaar

Selwyn Wassenaar was Lucy Butler's lawyer in the third season episode 'Antipas'. Frank Black was very much aware of the Selwyn's representation of the Devil.

Tamara Shui Fa Lee

A Chinese immigrant who appeared to be responsible for the deaths of four men on a smuggling ship. She claimed she could offer anything to Frank, "Power... wealth... sex."
Frank unwittingly accepted her offer, subconsciously wishing to see what his life without The Millennium Group would be like.

The Judge

The Judge propositioned Frank to join his cause, but was, of course, refused. He introduced the term Legion describing those who he represented, a term never mentioned again in the series but picked up by the show's fans to describe the set of characters representative of or tools of the Devil.
